Appeals

Every adverse ruling since 2019 has gone to appeal. That is not a decision any more, it is a policy, and policies do not change for one case.

An appeal freezes the site for two years and they have a buyer waiting. Accepting it and selling is worth more than winning slowly.

Twenty-eight days is cheap. You file to keep the option open and decide properly later, which is what their counsel will advise.
