Article 5 is a decision, not an event. It only takes one government deciding the alternative is worse.

Article 4 exists precisely so nobody has to reach for 5. Every incident so far has been absorbed there, and that is the design working.

Once you are logging violations monthly, the question stops being whether and becomes which one. I would not put this under one in ten.
