Everybody says they would. The recorded numbers are a fraction of that, and safety cases are not the exception people assume.

Falsified safety checks is the one category where people actually do act, because the person who gets hurt might be them.

Most places have no route that is actually anonymous. People are not weighing right and wrong, they are weighing whether they keep the job.
